Define why a new chain is needed
A purpose-built network should have requirements an existing chain cannot reasonably satisfy. Document the trust model, execution rules and intended users before choosing components. Validator responsibilities, fees and governance affect the technical design and ongoing operation.
Genesis and network bootstrapping
Genesis configuration defines initial network state and must be reproducible. Nodes need agreed chain identity, compatible software and known bootstrap paths. Supporting tools can include transaction submission, wallet connections and an explorer; their exact scope is separate from the consensus implementation.
Testnet and launch criteria
Testnets exercise restarts, bad peers, network partitions and upgrades as well as successful transfers. Telemetry makes divergence and degraded behavior observable. Mainnet planning requires documented release criteria, independent review where appropriate and named operational responsibilities; a running testnet alone is not proof of production readiness.
What the scope can include
- Network requirements and genesis specification
- Agreed client and testnet tooling
- Launch criteria and operator documentation
The final deliverables, schedule, ownership and maintenance terms are agreed for your project before implementation.

Questions & answers
What is needed before launching a new Layer 1 chain?
You need a justified use case, clear protocol assumptions, network configuration and an operating plan. The scope should also address security review, upgrades and the tools users and operators require.
How do you test a blockchain before mainnet?
Use repeatable local networks and testnets with failure scenarios, invalid inputs and upgrade exercises. Results should be reviewed against explicit launch criteria rather than relying on a single successful demonstration.
